dc.description.abstractEn Colombia las vías terciarias representan el 69,4% del total de la malla vial del país y su funcionamiento en óptimos niveles potencia el crecimiento económico y social de la población rural, al igual que fortalece la presencia del Estado en el territorio. Este trabajo de investigación, analizó las inversiones (históricas) que se han llevado a cabo en la red terciaria departamental en un intervalo de tiempo de 10 años. También, se identificaron las problemáticas por las que atraviesa la red terciaria debido a la baja inversión por parte del gobierno departamental y se plantearon posibles soluciones a dichas problemáticas. Asimismo, por medio de la Metodología de priorización del CONPES 3857, se identificaron los tramos de vías terciarias del departamento que necesitaban con urgencia ser intervenidas mediante alternativas de mejoramiento. De esta manera, por medio de los Proyectos Tipo y presupuestos proporcionados por el DNP y actualizados al año 2020, se pudo seleccionar tres escenarios de intervención para el mejoramiento de las vías terciarias y su respectivo presupuesto. Finalmente, se obtuvo el costo total de la inversión para los km de red terciaria priorizada para cada municipio y provincia del departamento de Santander, identificándose cuáles municipios requieren de una mayor inversión.
dc.description.abstractenglishIn Colombia, tertiary roads represent 69.4% of the total road network in the country and their operation at optimal levels enhances the economic and social growth of the rural population, as well as strengthening the presence of the State in the territory. This research work analyzed the (historical) investments that have been carried out in the departmental tertiary network in a time interval of 10 years. Also, the problems that the tertiary network is going through were identified due to the low investment by the departmental government and possible solutions to these problems were proposed. Likewise, through the Prioritization Methodology of CONPES 3857, the sections of tertiary roads in the department that urgently needed to be intervened through improvement alternatives were identified. In this way, through the Model Projects and budgets provided by the DNP and updated to 2020, it was possible to select three intervention scenarios for the improvement of tertiary roads and their respective budget. Finally, the total cost of the investment was obtained for the km of prioritized tertiary network for each municipality and province of the department of Santander, identifying which municipalities require a greater investment.
