dc.description.abstractLa finalidad de este trabajo de grado fue hacer una análisis, de como ha sido la gestión de los desechos urbanos y la utilización de los sitios de disposición final, por parte de la empresa de servicio de aseo y del municipio; pretendiéndose hacer un llamado a las autoridades para que tomen medidas correctivas. Para estimar el valor del impacto ambiental físico y social ocasionado por el manejo de estos residuos se utilizo la Valoración Económica, una herramienta que sirve para detectar, prevenir y tomar decisiones referentes al uso de los recursos naturales y el medio ambiente. Este trabajo se inicia con la descripción general de cómo se ha llevado a cabo el manejo de residuos sólidos en algunas áreas del mundo. Enfocándose principalmente en Colombia, donde en la actualidad no se han dado cambios significativos referentes a la problemática de los desechos sólidos, a pesar de contar con una legislación (estipulada en este trabajo) que regula este manejo de la mejor forma posible; situación que no difiere para el municipio de Barrancabermeja, en el que se basa este trabajo de valoración económica por ser el núcleo central de estudio. Se dedica un capítulo a las metodologías de valoración económica, con el objetivo de ofrecer un panorama general de los métodos mas usados, para finalmente explicar y determinar la metodología a aplicar y el por que, de no usar las demás. Aplicar el análisis multicriterio a esta evaluación de impacto ambiental brindo ventajas para manejar simultáneamente información cualitativa y cuantitativa, por medio del uso del programa informático AIEIA (Aplicación Integral de Evaluación de Impacto Ambiental), herramienta sumamente útil y practica que integra la evaluación de sistemas ambientales y la toma de decisiones multicriterio. Los resultados obtenidos por el uso del método, proporcionaron información acerca del impacto ambiental ocasionado por actividades, factores ambientales y la evaluación global del estudio, en términos lingüísticos y numéricos, lo que permitió sugerir alternativas que ayudaran a mitigar el daño.
dc.description.abstractenglishThe purpose of this thesis was to make an analysis of since it has been the management of the urban solid waste and the use of the sites of final disposition, by the garbage collect company and the municipality; trying itself to make a call to the authorities so that they take corrective measures. In order to consider the value del physical and social environmental impact caused by the handling of these waste it used the Economic Valuation, a tool that serves to detect, to prevent and to make referring decisions to the use from the natural resources and environment. This work begins with the general description of how has been the handling of solid waste in some areas of the world. Focusing mainly in Colombia, where at the present time referring significant changes to the problematic one of the solid waste have not occurred, in spite of counting on a legislation (stipulated in this work) that it regulates this handling of the best possible form; situation that does not differ for the town of Barrancabermeja; where this work of economic valuation being is based the central nucleus of study. A chapter is dedicated to the methodologies of economic valuation, with the objective to offer a general panorama of the most common used methods and finally to explain and to determine the methodology to apply and why not using the others. To apply to the analysis multicriterion to this evaluation of environmental impact offered advantages to handle qualitative and quantitative information simultaneously, by means of the use of the computer science program AIEIA (Integral Application of Evaluation of Environmental Impact), extremely useful tool and practices that Integra the evaluation of environmental systems and the decision making multicriterion. The results obtained by the use of the method, provided information about the environmental impact caused by activities, environmental factors and the global evaluation of the study, in linguistic and numerical terms, which allowed to suggest alternatives that helped to mitigate the damage.
