dc.description.abstractComo arquitectos, se ha orientado este ejercicio académico hacia la prospectiva de solución eficaz en el campo del hábitat del individuo y su familia, inscrito ya en el complejo mundo de la ciudad, enfrentado a difíciles esquemas del urbanismo contemporáneo, modelos de producción, económicos, financieros y de mercado que han hecho crisis en la sociedad actual y que le impiden día a día los grupos familiares satisfacer la necesidad de acceder a una vivienda digna; conflicto que se evidencia y acrecienta permanentemente demostrando en cifras estadísticas el aumento del déficit cuantitativo y cualitativo de la vivienda, y por otro lado el gravísimo problema del mercado de vivienda construida, representado en una gran oferta sin demanda en el mercado tradicional. Esto se debe a la incompatibilidad de una estructura financiera concebida desde un escenario de mercado internacional de capitales, para ser aplicado en un escenario local, tercermundista, dependiente de connotaciones laborales crítica, de desventajosas tecnologías de producción, problemas sociales y políticos que concluyen en una muy baja capacidad adquisitiva promedio de los colombianos y las cada día más precarias condiciones para lograr un mejor nivel en su calidad de vida; se propone entonces, un Nuevo Sistema Nacional de Vivienda Urbana. El estudio ha sido estructurado abarcando seis capítulos en su totalidad; los cuatro primeros, el marco histórico, el enunciado del problema, las determinantes del mismo y la respuesta del estado a ellos hasta la fecha; capítulos que describen la magnitud del déficit de la vivienda en el panorama de América Latina En dos capítulos siguientes, se estructura la propuesta y el contenido de la misma, definiendo la Misión y los objetivos, el Marco Jurídico, los Fundamentos Constitucionales que respaldan el esquema, el Plan Operativo, sus componentes y el cómo lograrlo, el Sistema Financiero Interno propuesto, la Necesidad de Cambio del paradigma de la vivienda como bien inmueble comercial
dc.description.abstractenglishArchitects have oriented the academic exercise toward the prospective of an effective solution in the field of the man and his family, immersed already in the world of the city, facing different schemes of the current urbanism, models of production, economics, financiers and marketing that have produced crisis in the actual society. This issue blocks familiar groups to satisfy the necessity of getting a worthy house; this conflict is evident and is increasing its power permanently showing in statistical numbers the increase of the quantitative and qualitative deficit of the housing. On the other hand, a very serious problem is the house construction, representing a great offer in the international market. All of this is owing to the incompatibility of a conceived financial structure from the international marketing of capitals, just to be applied in a local scene of a third world, depending of the labor criticism, of technological disadvantages in production, social and political problems that finish in a very low buying capacity in certain average for Colombians and also the precarious conditions to get a better level of life. Then, it is proposed, a new national system of urban housing. This research has been structured in six chapters in total. The first four ones, the historical background, the problem heading, the causes of this and the answer from the state so far. These chapters describe the size of the loss in the Latin American environment. In the next two chapters, the proposal is structured and the content of itself, defining the mission and the objectives, the law terms, the constitutional fundaments that support this scheme, the operative plan, its components and how to make it happens, the internal financial system, the necessity of the paradigm change for the housing as commercial good
