dc.description.abstractEl objetivo del proyecto es examinar aproximadamente las incidencias que pueda tener sobre la Educación Superior la libertad comercial en este servicio. Para esto se analizan los procesos de integración en los que Colombia ha participado, específicamente la Comunidad Andina de Naciones (CAN) Y EL Grupo de los Tres (G3); luego se hace una descripción sobre el Acuerdo de Libre Comercio para las Américas (ALCA), para saber los términos de la negociación; y por último se observa como se encuentra la estructura de la Educación Superior en Colombia y Santander, para contrastarla con lo negociado en el ALCA, y describir los posibles efectos que se pueda tener en el servicio de educación terciaria. En el documento se realiza un diagnóstico económico sobre la CAN y el G3, el cual arroja como resultado la necesidad de Colombia para establecer acuerdos comerciales de tipo mundial, pero con la condición específica de afrontar los términos de intercambio en igualdad de condiciones. Cabe resaltar la importancia que tiene conocer la estructura interna de cada país, para tener claro en que se puede y en que no realizar acuerdos comerciales. Bajo este marco, la investigación estadística demostró la polarización existente en la Educación Superior en Colombia y en Santander, pues el acceso a este nivel educativo requiere de gran capacidad económica por cuenta de los individuos; esta situación comparada con la agenda del ALCA, que incluye el suministro transfronterizo, la presencia comercial y el desmonte de los subsidios en la Educación Superior, agravaría los problemas en la estructura educativa y perjudicaría tanto a los individuos como al colectivo social. Ante esto, es relevante evitar el librecomercio en este servicio, por lo que la necesidad inmediata es fortalecer el papel estatal en la provisión educativa postsecundaria, de manera que se beneficie la movilidad social y el capital humano de estos.
dc.description.abstractenglishThe project's objective is to approximately examine the incidences that could happen over the superior education with the commercial freedom in this service. For this effect the integration projects in which Colombia has participated are analyzed, specifically The Andean Community of Nations (CAN) and The Group of Three (G3); afterwards it is made a description on the free commerce agreement for the Americas (ALCA), in order to know the terms of the negotiation; and at last it is observed how the superior education structure is in Colombia an Santander to contrast it to the negotiated in the ALCA, and describe the possible effects on the tertiary education services. On the document is made an economic diagnosis over the CAN and the G3, which brings a result the need of Colombia to establish commerce agreements of world type, but with the specific condition of affronting the exchange terms in equality of conditions. It is remarkable the importance of knowing the inner structure of each country in order to have clear in what or what is not possible to make such commercial agreements. Under this frame the statistic investigation demonstrated the existing polarization on the Superior Education in Colombia and Santander, so the access to this educational level requires of high economical capacity of the individuals; this situation compared with the agenda of the ALCA, that includes the Tran frontier sourcing, the commercial presence and the aid dismantle for the Superior Education, would worsen the educative structure problems and would harm so much the individuals as the social collective. Due to all this, is outstanding to avoid the free commerce in this service, for the immediate need is to fortify the state roll in post the secondary educative provision, in such way that can benefit the social mobility and the human capital of these.
