dc.description.abstractEl Modelo Estándar de Control Interno es la herramienta que busca direccionar y orientar el establecimiento de los Sistemas de Control Interno de las Entidades del Estado Colombiano, dándoles guías claras para diseñar Sistemas de Control Interno que respondan a las características de eficiencia, eficacia y transparencia con las que debe contar cualquier entidad pública del país. El presente proyecto es el resultado del compromiso asumido por la Universidad con el Diseño e implementación del MECI de acuerdo a lo establecido por el decreto 2145 del 2005, el cual conmina a todas las entidades publicas a implementar dicho modelo. Basados en este compromiso se diseñó en la Escuela de Ingeniería de Petróleos de la Universidad Industrial de Santander el Modelo Estándar de Control interno como herramienta administrativa útil para monitorear y garantizar la operación de la Escuela y el uso adecuado de sus recursos. El MECI 1000:2005 se compone de tres subsistemas, divididos en nueve componentes, que a su vez contienen en total veintinueve elementos, el desarrollo de este proyecto se trabajó siguiendo esta estructura, en forma simultánea con otras seis unidades que conformaron el plan piloto de diseño del MECI en la UIS. Algunos de los productos elaborados en el desarrollo del proyecto son: modelo de operación por procesos, estructura organizacional por procesos, administración del riesgo, diseño de indicadores y actividades de control entre muchos otros que cuya metodología y resultados se presentan en detalle en el documento del proyecto.
dc.description.abstractenglishThe Standard Model of Internal Control is the tool that looks to give a trajectory and toorient the establishment of the Systems of Internal Control of the Organizations of theColombian State, giving them clear guides to design Systems of Internal Control whichrespond to the characteristics of efficiency, effectiveness and transparency with whichany public organization of the country must count. The present project is the result of the commitment assumed by the University with thedesign and implementation of the MECI, according with which established the decree2145 of the 2005, which threaten to all the public organizations to implement thismodel. Based on this commitment the Standard Model of internal Control wasdesigned in the School of Petroleum Engineering of the Industrial University ofSantander as useful administrative tool to watch and to guarantee the operation of theSchool and the adapted use of its resources. The MECI 1000:2005 is made up of three subsystems, divided in nine components,that contain altogether twenty-nine elements as well, the development of this projectwas work following this structure, in simultaneously with other six units that conformedthe pilot plan of design of the MECI in the UIS. Some of the products elaborated in thedevelopment of the project are: model of operation by processes, organizationalstructure by processes, administration of the risk, design of indicators and controlactivities, between many others whose methodology and results appear in detail in thedocument of the project. .
