dc.description.abstractEl autor de la presente monografía ha querido dejar una obra de consulta en lo que respecta al recaudo de la sobretasa a los combustibles líquidos, factor importante como fuente de ingresos especialmente para el desarrollo de proyectos viales de la ciudad; las causas de su reducción. Igualmente analizar los principales factores que han afectado dicho recaudo, las causas y consecuencias en el ámbito social, así como las implicaciones de orden económico que se han generado alrededor de este impuesto en el municipio de Bucaramanga. Otro aspecto importante plasmado en este trabajo monográfico es lo pertinente a las acciones y medidas tomadas por las autoridades a efectos de reducir tanto el contrabando como el hurto al poliducto de ECOPETROL y tráfico de estos, con sus consecuencias en el campo social, económico, político y de seguridad de la región, donde se desarrolla todo el entorno alrededor de la sobretasa a los combustibles. Se complementa este estudio, haciendo un esbozo, de los efectos de las nuevas políticas en materia de combustibles y que pudieran en determinado momento producir cambios que afecten el recaudo de dicho impuesto, traduciéndose en el campo económico y social del municipio. Por último se establecen una serie de observaciones y recomendaciones, que pudieran en determinado momento a coadyuvar al establecimiento de un mejor control, de un lado al recaudo de dicho impuesto y de otro lado a los fenómenos del contrabando y hurto de los combustibles al poliducto, con miras a mejorar en un futuro cercano los recaudos, para que se traduzcan en inversiones sociales que mejoren la calidad de vida de los habitantes del municipio de Bucaramanga.
dc.description.abstractenglishThe author of the present monograph, gives an important information on the collection of the over-percentage to liquid fuels, important factor like source of income specially for the development of road projects of the city; the causes of its reduction, also to analyze the main factors that have affected this collection, its implications in the social scope, as well as the repercussions of economic order, that has been generated around this tax in the municipality of Bucaramanga. Another shaped important aspect. he is the pertinent thing to the actions and measured seizures by the authorities with the object of reducing so much the contraband as the theft to poliducto of ECOPETROL and traffic of these, with his consequences in the social, economic, political field and of security of the region, where all the surroundings around the over-percentage are developed to fuels. This study is complemented, doing an outline, of the effects of the new policies in the matter of fuels and that could at certain moment for producing changes that affect the collection of this tax, being translated in the economic and social field of the municipality. Finally a series of observations and recommendations, that could at certain moment to help to the establishment of a better control, of a side, to the collection of this tax and another one, to the phenomena of the contraband and theft of fuels to poliducto settles down, with a view to improving in a near future the collections, so that they are translated in social investments that improve the quality of life of the inhabitants of the municipality of Bucaramanga
