dc.description.abstractLa presente investigación reconstruye la imagen de la Hacienda y el Tesoro público del Estado Soberano de Santander, enfocándose en el desenvolvimiento de las finanzas. Esto se hace relevante en tanto el liberalismo del siglo XIX siempre ha sido un nodo de discusión en la historiografía. Para ello, se ha decidido trabajar uno de los Estados insignias durante la experiencia federal, el Estado de Santander. Las dimensiones estadísticas aquí recopiladas, así como la organización del aparato administrativo de la Hacienda y el Tesoro nunca habían sido trabajadas en minucia en investigaciones previas de la historiografía regional. De esta manera, el trabajo se subdivide en cuatro capítulos que tratan de generar un panorama general de las finanzas estatales. Así, el primer capítulo abre el debate sobre la forma de hacer la historia económica, abordando los conceptos y metodologías más enriquecedoras para el ejercicio historiográfico; dando paso así a la discusión con los principales textos para el trabajo de las finanzas en la Historia económica colombiana; y por último dejando un contexto general al lector sobre las finanzas en la nación. El segundo capítulo reconstruye la organización del Departamento de Hacienda y Tesoro del Estado de Santander, analizando su evolución, la transformación en los impuestos y las tasas impositivas, como en la capacidad del Estado para recaudarlas; esto es qué tan efectivo fue el Poder Infraestructural que se desarrolla en Santander. El tercer apartado es un intercapitulo que se pregunta por el estudio del documento presupuestal, discutiendo el modo de apreciación de éste en la historiografía económica. El cuarto y último capítulo presenta los resultados de las series estadísticas reconstruidas, permitiendo visualizar el cambio en los Ingresos, Gastos, Déficit y deuda del Estado.
dc.description.abstractenglishThis research reconstructs the image of the Tax and Treasury Bureau of the Sovereign State of Santander, focusing on the development of finance. This is relevant considering that the nineteenth-century liberalism has always been a discussion node in the historiography. To do this, it has decided to work a State insignia during the federal experience, the state of Santander. The statistical dimensions compiled here, and the organization of the administrative structure of the Tax and Treasury Bureau had never been worked in depth in previous research of regional historiography. Thus, this work is divided into four chapters that tries to generate an overview of state finances. In this manner, the first chapter opens the debate on how to do economic history, approaching the concepts and methodologies most enriching in the historiographical exercise, leading to the discussion with the main texts for the research of finance in the Colombian Economic History; and finally, leaving the reader with a general background on finance in the nation. The second chapter reconstructs the organization of the Tax and Treasury Bureau of the State of Santander , analyzing its evolution , transformation in taxes and tax rates, and the state's ability to collect them , that is how effective was the Infrastructural Power that develops in Santander. The third section is a Interchapter that questions the study of the budget document, discussing the appreciation view in the economic historiography. The fourth and final chapter presents the results of the reconstructed data series, allowing visualize the change in income, expenditure, deficit and debt.
