dc.description.abstract	El bilingüismo en Colombia ha estado presente en las agendas públicas desde finales del siglo XX tanto de carácter nacional como departamental. La relación con el sistema educativo ha sido clara desde el primer momento y la política pública no se ha hecho esperar, generando un marco de referencia en el cual la habilidad pueda desarrollarse entre sus habitantes de una forma integral. Sin embargo, Colombia en 2023, es catalogado como un país con un nivel de inglés bajo a nivel internacional. En el caso del departamento de Santander, la realidad parece estar distante, a pesar de ser uno de los departamentos pioneros en la materia, tanto como cuando a competitividad educativa y laboral se refiere. La presente investigación analiza las políticas públicas desarrolladas en pro del bilingüismo y la capacitación del capital humano en el país, así como sus objetivos en el tiempo, buscando identificar similitudes, relaciones, diferencias de enfoque o problemas a considerar entre la normativa regional y nacional. Inicialmente se mide el desempeño de los estudiantes en pruebas estandarizadas, Saber 11 y Saber Pro, junto a una contextualización social, para luego comparar el entorno político en el que se han desarrollado diferentes estrategias para el mejoramiento de la habilidad bilingüe en el territorio nacional. A partir de un análisis descriptivo de la situación actual se encuentra la falta de alineación en desarrollo y la centralización parcial del sistema educativo acentuando las diferencias sociales y los resultados obtenidos con la puesta en marcha de programas para la promoción del estudio del inglés y la aplicabilidad que esta habilidad tiene en el mercado laboral contribuyendo a la competitividad de la región.
dc.description.abstractenglish	Bilingualism in Colombia has been present in public agendas since the late twentieth century, both national and departmental, the relationship with the education system has been clear from the first moment and public policy has not been given to wait to generate a framework in which the skill can be developed among its inhabitants in a comprehensive manner. However, Colombia to 2023 is listed as a country with a low level of English at the international scale. In the case of the department of Santander, the reality seems to be distant, being one of the pioneer departments in the matter, both in terms of educational and labor competitiveness. This research analyzes the public policies developed in favor of bilingualism and human capital training in the country as well as their objectives over time, seeking to identify similarities, relationships, differences in approach or problems to be considered between regional and national regulations. Initially, the performance of students in standardized tests, Saber 11 and Saber Pro, is measured, together with a social contextualization, to then compare the political environment in which different strategies for the improvement of bilingual skills have been developed in the national territory. From a descriptive analysis of the current situation, we find the lack of alignment in development and partial centralization of the educational system accentuating social differences and the results obtained with the implementation of programs for the promotion of the study of English and the applicability that this skill has in the labor market contributing to the competitiveness of the region.
